This is one of those pesky little things that crops up from time to time when dealing with the problems of unlicensed and uninsured drivers. Ofcource since they don't have legal drivers licenses, not having the other things ar just part and parcel of being here in the United States of America ILLEGALLY. Since we already know that our Ottumwa Police supposedly can not obtain the 287g Training needed to check on the Immigration Status of these Illegal Alien Foreign Nationals while trying to give them a ticket of any number of violations, what in the name of gawd do you think will be any different when you pass some local ordinance that says they can't park in their yards? If they don't care about breaking FEDERAL LAW by being here ILLEGALLY do you really think they are going to care what sort of baby laws you try to impose on them next? Here's a better solution, instead of drawing up some local ordinance that nobody will pay any attention to, except for when you want to use it to bully your way onto an American Citizens property, why not make it (meaning the ordinance) so the city can IMPOUND the cars and trucks if they are parked in the FRONT yards of City properties? Having to pay for towing bill, plus storage fees AND the city fine of say $100.00 for the first offense, could go along way in getting these folks to find a better place to park their cars and or trucks. One other thing I would include in the ordinance, In order to get your IMPOUNDED vehicle back from the city of Ottumwa the supposed owner would need to provide PROOF of ownership, a valid IOWA Drivers license, and proof of Insurance, before any vehicle could or should be released. Also included in the Local Ordinance should be the clause that ANYONE caught driving without a valid Drivers License and or Insurance WILL have ther vehicle towed to the city IMPOUND LOT with a Five-Hundred Dollar ($500.00) ransom fee attached. Just to see if maybe we can cut down on some of these unlicensed and uninsured drivers. There are laws against these kinds of behaviours, right, so lets start enforcing them, and today would be a good day to start.

I agree with this idea. It could hit the pocketbook pretty hard for all those cars in the yards of homes where 3 or 4 families all live in one dwelling. I say fine them!
