As moses strikes the rock water still came from the Rock! He was commanded by God to speak to the rock and when this took place, it was not the first time God was angry with Moses or the people. So both parties the Hebrews and Moses were guilty, so God said I will raise up a new generation and they will be the Joshua generation that shall lead the people to the promise land.
